Support of seamless VM live migration with OVN Kubernetes additional networks

2. What is the nature and description of the request?

OVN provides means allowing for seamless live migration, where the network downtime can get from several seconds down to milliseconds. This is available in both RHV and OSP. It is not however available to VMs running on OCP.

With this RFE, we would like to utilize this functionality. Groundwork for this feature has been already laid by live migration support on the Pod network SDN-3732. This RFE will extend that to additional networks.

3. Why does the customer need this? (List the business requirements here)

Some legacy applications may not be able to cope with a network downtime of several seconds after which they would need to reopen all connections. Other applications may be expected to be always online for their users, this downtime may not be enough to satisfy SLAs.
