1. Proposed title of this feature request
Support of IPAM for virtual machines via OVN Kubernetes additional networks
2. What is the nature and description of the request?
IPAM of Pod networks in Kubernetes is already fully managed. With the recent work on OVN Kubernetes, it is also possible to let OVN manage IP addresses of Pods' secondary interfaces (see the "subnets"attribute).
However, this functionality is not sufficient to manage IPs of VMs.
With this RFE, we should adjust OVN Kubernetes, so it 1) offers allocated IPs to VMs through DHCP and 2) keeps IP allocated to a VM during live-migration and while the VM is shut down.
A similar work has been already done (only for the live migration use-case) for VMs on the primary network via SDN-3732.
3. Why does the customer need this? (List the business requirements here)
Customers want to offload IPAM from their custom solutions (e.g. custom DHCP server running on their cluster network) to SDN.
4. List any affected packages or components.
OVN Kubernetes, KubeVirt
