Extend OLM to allow for scheduling of operator updates more granularly

2.I have a customer who would like to ONLY perform operator updates during a planned maintenance window using the Automatic approvals

3. To reduce risks related to operator updates while also ensuring that they stay up-to-date on security patches and bug fixes

Currently, the scheduling can only be impacted by changing the polling update frequency for the CatalogSource, and that only allows for an interval to be specified. If that could allow for updates to happen on a scheduled basis, it should be sufficient (e.g. Friday night at 2AM EST)
