Retry pulling from the subsequent mirrors after a failure on mirrored registry.
2. What is the nature and description of the request?
 Mirrors defined under ImageContentSourcePolicy only retry subsequent mirrors  in case of the image is not available or the repository is not reachable but it doesn't retry to pull in case of failure in the middle of the pulling operation. 
3. Why does the customer need this? (List the business requirements here)
The customer wants to enforce redundancy while pulling images.
