Allow cron trigger for custom metrics autoscaler

as an administrator of an application on openshift, i would like to schedule scaleup/down via cron proactively for my workloads.
3. Why does the customer need this? (List the business requirements here)
proactively scale up before peak periods and then scale down when the peak is over.
