1. Proposed title of this feature request
     The zone awareness should be added to the EgressIP feature, so that egress out of the same AZ/DC as the pod is running is preferred.

2. What is the nature and description of the request?
    We need EgressIP in the same topology.kubernetes.io/zone as the pod to be used in preference to one in a different zone.

3. Why does the customer need this? (List the business requirements here)
    The unnecessary WAN traffic can be avoided.
