In order the meet the cpu constraints and deployment times for a vdu RAN site/SNO, the number of policies created should be no more than five. However, the five policies do not allow the provider to organize their git repo. Additionally the burden of creating these five is placed on the provider.

The enhancement request is to improve the user experience when working with RH gitops and provide a more flexible policy creation framework:

1-Make the presentation layer flexible, allow for organization, and make the lower layer handle the actual ordering and the limits on number of policies (the lower layer can combine the policies as required to fit within the policy budget)
2-Allow for more than 12 policies and 2 or more validation policies
