Parked nodes cluster upgrade strategy

2. What is the nature and description of the request?

1. Upgrade cluster
2. Drain node, respect pod distribution budget, add node to cluster / machineset if needed
3. If node unable to drain within time limit, park node and notify workload owners
4. Continue with upgrade
5. Continue trying to draing node e.g. run k8s-shredder on node
6. Park nodes for up to X days
7. Notify workload owners of pending hard reset.
8. Park node hard reset
