Support federation of metrics per namespace

Support federation of metrics per namespace

2. What is the nature and description of the request?

Goal:

• Provide the /federate endpoint with kube-rbac-proxy and prom-label-proxy to allow user to scrape project relevant data from CMO as available in OCP < 4.10
• Make this a supported way for users to get  resource consumption (and requests/limits settings) related metrics from CMO

Current situation (>= 4.10)

• /federate endpoint, kube-rbac-proxy and prom-label-proxy were removed with OCP 4.10

3. Why does the customer need this? (List the business requirements here)

1. UWM is not an option as it only collects metrics via defines ServiceMonitors
2. In some cases it is not possible to use remote write as an Option
3. Customer what to provide users an option to install a prometheus-server in its own projects to scrape resource consumption (and requests/limits settings) related metrics with a predefined job from CMO
