Enable GCP region europe-southwest1 (Madrid, Spain) for OSD

2. What is the nature and description of the request?
Today GCP region europe-southwest1 (Madrid, Spain) is a supported region for Openshift container Platform, the feature request is about supporting the region for OSD also.

3. Why does the customer need this? (List the business requirements here)
We are looking to make OSD a valid option for customers looking to consume Openshift on GCP so for each region where OCP is supported, we need OSD to be supported also.
