oc-mirror to create catalogsource manifest to schedule the resources to master nodes.

2. What is the nature and description of the request?

When mirroring operator images using 'oc mirror' command, oc-mirror plugin creates 'catalogsource' manifest. When creating catalogsource with the manifest, the pods will be scheduled to  worker nodes. 

3. Why does the customer need this? (List the business requirements here)

It will give you the different use experience from online clusters which have catalogsource pods scheduled to master nodes.
