Support for Mellanox CX-5 and CX-6 in-tree drivers for DPDK 22.11 

2. What is the nature and description of the request?

Target DPDK version: 22.11.1

Target NIC firmware version:

• CX-5: 16.35.2000
• CX-6: 26.35.2000-LTS

The following list is the functionality required on NIC level:

• https://doc.dpdk.org/guides-21.11/nics/mlx5.html
• Multiple TX and RX queues
• VLAN filtering
• RX VLAN stripping
• TX VLAN insertion
• Hardware checksum offloads
• RSS using different combinations of fields: L3 only, L4 only or both, and source only, destination only or both
• RX interrupts
• Hardware checksum Tx offload for generic IP or UDP tunnel

DPDK is used by partner and needs to support Mellanox CX-5 and CX-6 in-tree drivers.
