Updates to cluster from local registry

Goal

This enhancement to support running a local registry on an OpenShift cluster, and being able to support updates and upgrades of that local cluster from the local registry running as a workload on the local cluster.

Business Justification

In order to reduce the required physical and/or virtual footprint required to manage the lifecycle of an OpenShift cluster. Normally, an external registry is required to perform updates and upgrades on a cluster.

This will also reduce the cost of hardware and services for the solution, and time to service, which is targeted for small and disconnected sites that do not have access to a datacenter or Internet hosted registry.
