HashiCorp Vault support as Issuer with OpenShift Cert-Manager

2. What is the nature and description of the request?

The customer would need to use Vault as an issuer with OpenShift Cert-Manager. It is currently not tested for GA, and it is supported Upstream which means it should work with our implementation but we aren't currently documenting/testing for GA. 

3. Why does the customer need this? (List the business requirements here)

The customer adopted HashiCorp Vaut as a solution to secure the OpenShift Container Platform and they would like to use it also to provide their own certificates.
