Add annotation for Force Syncing

Add the ability to be able to automatically “oc apply --force” Kubernetes manifests so users don't have to force sync via the UI.

Annotation similar to = 'argocd.argoproj.io/sync-options: Replace=true' which can be applied for specific manifests
