1. Proposed title of this feature request
Apply user defined tags to all resources created by OpenShift. Allow a cluster administrator to add tags after the install process has completed.
2. What is the nature and description of the request?
Apply user defined tags to all resources created by OpenShift. Allow a cluster administrator to add tags after the install process has completed. and not require a full re-install of the cluster.
There are a number of existing RFEs that have been completed around this issue and tags can currently be added to AWS deployments leveraging the `Infrastructure` object in OpenShift, however all of the documentation references setting the tags upon install of the cluster.
When attempting to edit the cluster Infrastructure object in an installed cluster, all changes are reverted by the Platform and the only workaround appears to be reinstalling the cluster
3. Why does the customer need this? (List the business requirements here)
For additional billing and metering insight within the AWS platform
4. List any affected packages or components.
OpenShift ClusterVersion Operator , OpenShift Installer , OpenShift Infrastructure
