In the mco-first-boot we can compare current ostree commit and the machine-os-content os tree commit, and if the are the same, skip the reboot? It will save ~15min of installation time.

In case of BM ZTP, the kargs are passed via coreos-isntaller params (but, I assume, can in the same manner to be injected into the ignition).

As a farther optimization, we can find a way to extract the payload ostree commit without fetching the full image of 1.2GB. Can be a parallel effort / task in this enhancement.
