      Console should hide Perspective switcher when only 1 available

      2. What is the nature and description of the request?

      In OpenShift 4.12 it is now possible to enable and disable perspectives in console customizarion. For example, customers that are experienced with kubernetes may opt to hide the Developer perspective not needing the simplified view it provides leaving only the Adminstrator perspective.

      When doing so and only having one perspective available the console still shows the Perspective switcher despite there being no capability to change perspectives.

      3. Why does the customer need this? (List the business requirements here)

      Hiding the perspective switcher when there is only one perspective available saves console real estate in the sidebar and makes for a cleaner UI.
