Customers are still looking for the ability to restrict emptyDir volumes as they did in OpenShift 3.11: https://docs.openshift.com/container-platform/3.11/install_config/master_node_configuration.html#node-config-volume-config

3. Why does the customer need this? (List the business requirements here)

Restrict the size of emptyDir volumes to prevent someone from filling up the filesystem on a node, causing workload interruptions.
