Method to make simple configuation changes without forcing reboots

      I would like to be able to change certain configuration that CoreOS/RHEL support doing in an online fashion with out forcing all node to reboot because of implementation of Machine config pools.

      Example : Changing length of time to store corefiles.
      sysctl parameter changes
      systemd service related changes.

      There should be a method in machine config to identify changes that can be enabled dynamically and then implement them dynamically

      What is the business impact? Please also provide timeframe information.
      The reboots from machine config changes are having service impact to customers. Most Application have some service impact from having to restart all pods.
