Enable OpenShift to support the Confidential VMs capability on Azure.

The goal is to deploy OpenShift on confidential VMs to ensure that the host cannot access the data in the OpenShift nodes. From a customer perspective, this needs to be combined with full disk encryption and node attestation, which are not part of this feature.
