Update Service does not need route-ca to be added to Proxy

1. Proposed title of this feature request

OSUS needs nodes to reboot when route-ca is autogenerated self-signed one.

2. What is the nature and description of the request?

When using OSUS  you need to add route-ca to Proxy object, which requests reboots of all nodes as it accesses the exposed route:

The customer has a cluster with many worker nodes and they are delay sensitive.
