Make the "managed-by" label more accessable to non-admins

      As an OpenShift Admin, I would like an OpenShift Non-Admin user to be able to have their Argo CD instance to manage the different namespaces that that OpenShift Non-Admin user owns.

      Currently this still involves an admin as non-admin users cannot label their project/namespace, which makes the "managed-by" label functionality only available to the cluster admin. This was also tracked (and rejected) by RFE-2257

      Adding/modifying this mechanism will help those customers who are wanting to build a "self service" system in their environments. It will also help the managed OpenShift instances that are using OpenShift GitOps (i.e. ROSA, ARO, Sandbox, etc)

      Current thought is around doing this with a ConfigMap.
