1. Proposed title of this feature request
Make configuration changes to the default openshift route which is managed by operators.
2. What is the nature and description of the request?

Rate limiting is pointed as a basic method for limiting DDoS attacks, as we do not have an alternative on the OpenShift cluster level we wanted this to be usable on OpenShift routes too.

3. Why does the customer need this? (List the business requirements here)
wants to use the "haproxy.router.openshift.io/rate-limit-connections" annotation to rate limiting.

OpenShift managed routes (at least oauth server, OpenShift console)
