Ability to configure permissions in Cluster-Scoped Namespaces

When a namespace is made Cluster-Scoped in sthe subscription setup, as per https://github.com/ch-stark/blogapplicationsetsglobalnamespace/blob/main/blog.md#making-open-cluster-management-global-set-a-cluster-scoped-namespace-for-gitopsoperator, ArgoCD is granted specific permissions.

It is requested to be able to grant the desired permissions instead of the default ones, in order to avoid the need to create a new role and rolebinding in the future.
