Support IPv6 as the primary network in dual-stack environments

RH Partner has requested that IPv6 networks (VIP) be supported as the primary network in dual-stack clusters. Currently IPv4 must be primary.

In many telco environments, IPv6 is the primary network addressing scheme, with IPv4 being phased out as legacy. In these environment our partner would like IPv6 to be supported as primary, with IPv4 as secondary.
