Event handler for MachineSet changes

2. What is the nature and description of the request?

We would like the option to send an HTTP POST to an endpoint when a new machine related to a machineset is created/deleted/modified.

3. Why does the customer need this? (List the business requirements here)

We need to register each IP used in the company in our corporate IPAM, so every time an openshift node is provisioned or deleted we need to manually add it to the server.
