1. Proposed title of this feature request

Hide limited support banner for ROSA clusters to end users.

2. What is the nature and description of the request?

See attached screenshot. Customer is requesting that the banner "This cluster is currently receiving limited support and requires attention" in the wed UI only to be visible to cluster admins and not to regular end-users.

3. Why does the customer need this? (List the business requirements here)

Customer reasoning is that only cluster administrators should see cluster maintenance messages only and those type of messages should not be visible to the end users.
