Localize OpenShift Console for French Language

2. What is the nature and description of the request?

Currently the OpenShift Console is localized for four languages (Korean, Japanese, Chinese, English), this request is to add French to the list of supported languages in the console.

3. Why does the customer need this? (List the business requirements here)

In Canada various jurisdictions, notably the Province of Quebec and the Federal Government have requirements that software they purchase be available in both official languages (English and French).
