• Disable Clusterautoscaler activity during upgrades

2. What is the nature and description of the request?
When the nodes are drained during cluster upgrade process, cluster auto scaler does empty node removals or new node additions

3. Why does the customer need this? (List the business requirements here)
Without this feature, the upgrades takes longer

Currenlty customer disables the scale dow during upgrade using following :

oc patch clusterautoscaler default --type='json' -p='[{"op": "replace", "path": "/spec/scaleDown/enabled", "value":false}]'
