As an OpenShift sys admin I want to be able to specify hierarchical quota constraints (e.g., number of GPUs) on users and defined user groups, projects, orgs, etc. Also, I want to specify for each constraints whether it is hard or soft. Also, as sys admin I want to specify quota constraints on resources consumed by certain types of services or jobs, in addition to the user group constraints.
