1. Proposed title of this feature request
Enhanced UX or `oc adm must-gather` timeouts and cancellations

2. What is the nature and description of the request?
When a user executes a `ctrl+c` on must-gather (client) command; it cancels the client side code, thus disabling all cleanup and collection efforts. It also doesn't stop any of the server side processes (this is expected).

However as a result of this; the cluster keeps resources (that are potentially not needed) or are consuming resources (CPU, Memory, Storage, etc) around and manual operation are needed to remedy this (non of which is documented or well explained).

Thus this proposal (ask) is to better handle these situations by asking for additional commands/options that let a user 'resume', 'restart', 're-collect', 'collect uncollected data/logs', 'clean up', etc (some combination of these operations) a must-gather when a 'failure event' occurs (or the client is disconnected from the server for some reason).

Users need this to better manage the resources / situation that arise from failure situation that happen when running/collecting data with must-gathers.
