Support Autoscaling for Windows Nodes on Nutanix

Customer would like Windows Nodes in OCP to have feature parity with those on VMware.

Customer needs this because they are moving from VMware to Nutanix and want to be able to autoscale their nodes.

The work efforts here would likely lie in the Windows Machine Config Operator
