      The enhancement User experience workflow in OCP CoreOS Layering model and phased approach briefly mentions "Reboots and live apply". However, it seems we are not getting the possibility to stage/queue changes for the OS layer without rebooting and then have them ready once we finally reboot. Think of an operator (let alone multiple) wanting their own layer at cluster install time and reducing reboots. Something like the existing "rpm-ostree install --apply-live <package>" functionality would be very useful, if not essential for some operators to use/switch to the layered approach.
