Using kexec as alternative to full reboot when applying MachineConfig

    Description

      When applying MCP on bare metal nodes the restart phase can be shorter, if we use kexec as an alternative to a full reboot.

       

      I'm not sure if this is related to MachineConfig, but this improvement can also benefit OCP installation on baremetal, as we need to reboot 2-3 times as part of the installation process, which will reduce the installation time (as we spend ~10 minutes out of the 30-minute installation in reboot/hardware initialization).
