Description of the problem:

when trying to deploy a cluster with `dual stack` + `user_managed_networking` + `Calico` validation fails, and prevents installer from proceeding.

1. Create dual stack cluster info for Calico/Cilium

2. Patch user_managed_networking to `true`

3. Boot hosts with discovery ISO

4. Validation will prevent install from proceeding
