Allow setting up extra security groups on AWS load balancer service for ingresscontroller

Customer needs to be able to set service.beta.kubernetes.io/aws-load-balancer-extra-security-groups annotation of the LoadBalancer service managed by the cluster ingress operator.

For security compliance reasons.
