Different proxy config for cluster and operators /applications

2. What is the nature and description of the request?

For security reasons, customer needs the proxy data to be used only by the Openshift platform itself, making Openshift's use of the proxy independent of that of other operators or applications, as well as allowing traceability of its use. In addition, users with read permissions can see the proxy data and the password in the definition of the objects even though it is a configuration made at cluster level.
