Add OpenShift-native access to change operatorLogLevel for MachineAPI Operator

2. What is the nature and description of the request?
To increase the debugability of the OpenShift product, the support teams intermittently need to set each component in debug mode to collect additional information when bug-finding.
Performing this with the MachineAPI Operator requires excluding the MachineAPI Operator from the CVO. After excluding it from the CVO, we can change the Deployment configuration for the MachineAPIOperator and let a new Pod become created with the new `--v` value.

Many OpenShift components provide a cloud-native was of performing this by having a value available in their configuration CR.
For the MachineAPI, this may also require a CR to be created.

3. Why does the customer need this? (List the business requirements here)
This is requested by the CEE/Support Division of Red Hat to align with the initiative of increasing the debugability of OpenShift. This also would have been heavily influential in troubleshooting the attached cases.
