1. Proposed title of this feature request

To be able to modify "retries" parameter in HAProxy so we can check whether we need more retries or less in case we do not want to retry failed requests:

2. What is the nature and description of the request?

Customers using API connectors for POST/GET requests are getting their requests retried and failing, so they would like to tune how much those retries are happening. If possible this should be modified through each app and not only global.

To tune their requests and traffic management in applications of OpenShift 4.
