1. Proposed title of this feature request: Option to exclude an image or to have allowlist/blocklist in pruning procedure
   2. What is the nature and description of the request? we would like to have a paramater/option in the prune cron job to exclude such images from pruning.
   3. Why does the customer need this? (List the business requirements here) "The way we have our tagging strategy, the image will always appear at the 0th position in the tag history, so with the default option of --keep-tag-revisions=3 the image will not ever be pruned."
