Support OpenShift 4.x SNO on Azure

2. What is the nature and description of the request?

Sanofi wants to get SNO supported on Azure. Until now Red Hat supports SNO only on bare metal.

3. Why does the customer need this? (List the business requirements here)

Sanofi needs to deploy SNO with ACM on cloud provider

• some of their clients required a access direct to an OCP cluster on the cloud provider that they manage (to solve credentials issues, and internal business reason). Their resources are limited, SNO is requirement for the client in this context.
