Acquire TLS certificates using HTTP01 challenge for OCP services and components

2. What is the nature and description of the request?
Automatically acquire and install as needed, TLS certificates via ACME and/or cert-manager using HTTP01 challenge for built-in apps (i.e. api server, oauth, console, nooboa, s3, image registry)

3. Why does the customer need this? (List the business requirements here)
Customer uses automation extensively, and HTTP01 challenge simplifies process of conducting the challenge by not requiring an API for managing DNS records, as well as keeping DNS API credentials off of any web server.

4. List any affected packages or components.
Customer would like to obtain TLS certificates for internal components of OCP, including api-server, oauth, console, noobaa, image registry, etc.
