Allow Day-2 thin provisioning for VMWare

1. Allow for thin provisioned OS disks for OCP nodes in VMWare as a post-install, Day-2 exercise.

2. Currently, OS disks can be thin provisioned for IPI install, however, disks cannot be provisioned or updated on existing clusters.  Customer is seeking the ability to provision thin disks after the cluster has been installed.

3. Why does the customer need this? (List the business requirements here).  Customer is seeking flexibility in provisioning thin disks when needed, without the requirement to install a new cluster and move existing workloads to the cluster.
