Allow removal of default devfiles from developer catalog

2. What is the nature and description of the request?

Customer has many pipelines which customize many default templates (mainly to inject corporate CA files) and wants to make only these templates available on the developer console

3. Why does the customer need this? (List the business requirements here)

Customer wants to display only their own customized and validated templates on the dev console but they can't change the default devfiles currently.
