      1. Proposed title of this feature request
      Monitoring Dashboard for Image Registry

      2. What is the nature and description of the request?
The OpenShift Container Platform 4 - Image Registry is exposing a set of metrics which help to understand it's overall health, performance metrics and other details. Many of OpenShift Container Platform 4 - Components have a dashboard today in /monitoring/dashboards within the OpenShift Container Platform 4 - Console.

It's therefore requested to have a similar metrics Dashboard for the OpenShift Container Platform 4 - Image Registry to help customers understand health state over time, performance of the OpenShift Container Platform 4 - Image Registry and potentially identify problem areas or areas where a bottleneck might be possible.

      3. Why does the customer need this? (List the business requirements here)
The OpenShift Container Platform 4 - Image Registry is a key element in OpenShift Container Platform 4 and it's therefore required to have proper observability of that component to understand when it's misbehaving and have usage data/metrics over a define time (to troubleshoot potential problems from the past, etc.).

That will also help to understand if OpenShift Container Platform 4 - Image Registry needs to be scaled or other action needs to be taken due to potential growth of the platform.

      4. List any affected packages or components.

[RFE-2699] Monitoring Dashboard for Image Registry

The internal registry is becoming less and less of a key element of OCP 4 since more and more customers have multiple clusters pulling and pushing from a central registry. Red Hat Quay, our central registry product, for instance by default deploys monitoring dashboards on OCP via it's operator.
