   Use `oc adm catalog mirror` command without a registry configured
2. What are the nature and description of the request?
   The opm pruning will create a local index image that can be used to mirror the images without an additional registry configured.

opm index prune -f registry.redhat.io/redhat/certified-operator-index:v4.8 -p prometheus

podman images | grep operator-registry-index

oc adm catalog mirror localhost/operator-registry-index:latest file:///local/index

It is easy to mirror catalog images to a file from a local index image
