Display a lougout message when logout OCP cluster

2. What is the nature and description of the request?
We are currently assessing FedRAMP high control, and there is one control AC-12(1) that requires a logout message to be explicitly displayed to users indicating the reliable termination of authenticated communications sessions.

To be able meet AC-12(1) FedRAMP high control
