      Support for nanoseconds on CRI-O timestamps

      2. What is the nature and description of the request?
      When CRI-O adds timestamps to container logs, they are rounded to the millisecond.

      The request would be to reach nanoseconds.

      There is the following old commit in relation to this, but it seems that the functionality is not currently available:

      3. Why does the customer need this? (List the business requirements here)
      Find their own description below:

      The fluentbit is able to collect the timestamps with nano sec. So then the log collection would be more accurate. And the log order would smooth and fine without mix up.

      4. List any affected packages or components.
      Only CRI-O as far as I know.
