Provide a way to tag all resources created on a cloud provider

2. What is the nature and description of the request?
Provide a way to to tag all resources created on a cloud provider in order to be able track resources consumed and so a way to provide a chargeback and billing report to application owner (namespace)

3. Why does the customer need this? (List the business requirements here)
My customer is using a tag as define in openshift/cluster-api-provider-azure to track resources consumed by instances on Azure. However resources like dynamically created PV or not tagged and are not easy to track. To be able to track resources and provide a resources billing my customer requests a way to tag all objects from a namespace that consume resources on a cloud provider
